Ginebra es hermosa, pero dejémosla por un momento para volver a Bordeaux. Todavía no he mostrado como se debe los edificios del barrio La Bastide y es mi deber moral hacerlo, ya que me dediqué un año a estudiarlo. Voy a empezar mostrando el cuartel Niel, un conjunto del siglo XIX originalmente militar que ha sido reapropiado por la comunidad local.
Geneva is beautiful, but let’s leave it for awhile and go back to Bordeaux. I haven’t shown yet all of the buildings of La Bastide neighborhood and it is my moral duty to do so, since I spent a whole year studying it. I will start by showing the Niel barracks, an ensemble from the XIXth century that belonged originally to the Army but was later on appropriated by the local community.
El cuartel Niel fue construido en 1876 con el propósito de crear almacenes de víveres y de equipo, así como otros espacios necesarios para el ejército. Es bastante amplio: son 9.5 hectáreas y originalmente tenía 44 edificios y 12 almacenes.
Este es el edificio principal del proyecto, el del Estado Mayor. Es una construcción en piedra donde habían oficinas, dormitorios, comedor, cocina y sanitarios.
The Niel barracks were built in 1876 in order to create food and equipment warehouses, as well as other spaces for the soldiers. It is pretty vast: it extends over 9.5 ha and originally had 44 buildings and 12 warehouses.
This is the main building, the one from the État major. It’s a stone building where there were offices, dorm rooms, a dining room, a kitchen and bathrooms.

El ejército abandonó el sitio en el 2006, pero ya para ese entonces los edificios estaban muy dañados. La Comunidad Urbana de Bordeaux compró la propiedad al año siguiente.
Este edificio se le conoce como el “hall de harina” y es uno de los dos principales almacenes donde se guardaban mercancías destinadas a viajar en la línea férrea entre París y Orléans. Durante la Primera Guerra Mundial albergaba a prisioneros alemanes y en 1938 lo compró la compañía de trenes francesa, la SNCF. Fue usado como depósito de los materiales de construcción para la red del tranvía en el 2001. Sufrió un incendio en el 2008 que destruyó la estructura y la cubierta del techo.
The Army abandoned the site on 2006 and by then the buildings were already deeply damaged. The Urban Community of Bordeaux bought the property a year later.
This building is known as the “flour hall” and it is one of two main warehouses where merchandises, destined to travel in the train route between Paris and Orléans, were stocked. During World War I it housed German prisoners and in 1938 it was bought by the French train company, the SNCF. It was used as a deposit for the construction materials for the tramway tracks in 2001. It suffered a fire in 2008 that destroyed its roof structure.

El “hall de harina” se encuentra al exterior del perímetro del cuartel, pero el segundo almacén queda justo en lo que es el acceso principal actualmente, desde el muelle de Queyries.
The “flour hall” is located outside of the barracks perimeter, but the second one is located in what is nowadays the main entrance, from the Queyries docks.

Al verse abandonados por las empresas y las instituciones, estos edificios empezaron a ser ocupados por la población. Al principio venían vagabundos, pero con el tiempo los jóvenes del barrio los usaban como lugar de reunión. Empezaron también a pintar grafitis en las paredes, una práctica que pasó de ser clandestina a totalmente normal.
When the institutions and companies abandoned these buildings, they started to be occupied by the population. At first by homeless people, but with time young people from the neighborhood used them as a meeting place. They started painting graffitis on the walls, something that went from being clandestine to totally normal.

Esta apropiación de parte de la comunidad hizo que la alcaldía se interesara en el sitio. Hicieron talleres con arquitectos para decidir el destino del lugar y decidieron que en el “hall de harina” se iban a construir los nuevos Archivos Municipales. El concurso para el edificio lo ganó la agencia belga Robbrecht & Daem, que va a restaurar su aspecto original y debería de inaugurarse en el 2014. El otro edificio de los almacenes lo compró la agencia Darwin que quiere convertirlo en un edificio que reúna empresas culturales. Una asociación de jóvenes ocupó otros edificios para construir una pista de patinaje.
This appropriation from the community sparked the municipality’s interest. They organized workshops with some architects in order to decide what the site would become. They determined the “flour hall” to become the new location for the City Archives. The design competition was won by the agency Robbrecht & Daem from Belgium, who will restore the building in its original shape and it should open on 2014. The other warehouse building was bought by the agency Darwin who wants to reunite many cultural companies in it. An association of young people has occupied some other buildings and they installed a skating ring in it

Caserne NielY finalmente los otros edificios van a ser conservados, en la medida de lo posible, pero van a entrar dentro del plan maestro para el sector Niel que está diseñando la agencia holandesa MVRDV.
Pero más allá del pasado y de los proyectos futuros, el cuartel Niel en su estado actual merece una visita. Es un sitio muy grande y pasa solitario pero se nota que tiene vida todavía. Uno siempre encuentra gente pintado grafitis encima de los existentes. Me recordó al artista que pintó todas las paredes en las casas de su barrio en Taichung, en Taiwán, para evitar que lo demolieran. El ejército lo habrá abandonado, la SNCF también, pero la gente no y sólo por eso merece que lo mantengan de pie.
And finally, the other buildings will be preserved as much as possible, but they will be a part of the new master plan for the Niel sector that Dutch agency MVRDV is working on.
But beyond its past and its future plans, the Niel barracks in its current state deserve a visit. It is a huge place and it is mostly solitary, but you can see it is still alive. You always find people painting graffitis on top of the current ones. It reminded me of the artist that painted all of the walls of its neighborhood in Taichung in Taiwan, so as it wasn’t torn down. The Army may have abandoned it, the SNCF as well, but the people have not and that is why it deserves to be kept.
